Brown marks on baby leg

Hi mums. I noticed these brown spots on my baby boys leg - any idea as to what it could be? My MIL said it’s the pigment in his skin. We are Indian and medium skin tone. A nurse said it is dry skin due to cold and dry weather, but it doesn’t seem to be raised.
