Is leaving dogs outside in the heat animal cruelty?

Is is currently 107 degrees out in my location. I have two dogs who I keep inside when it gets to cold or to hot. I’ve let them out a couple times today to use the bathroom and then they immediately scratch at the door to get back in. 
My neighbors have outside dogs I can see them through the fence and they look miserable panting. I don’t know if dogs are made for this heat or is the animal cruelty?

If you can’t sit outdoors comfortably for an extended period of time, it’s too damn hot for your dogs. I’d knock on their door and if they didn’t handle it, I’d call animal control. 
Now, if they’ve got shady areas and misters going and nice cool water, etc. and the dogs are looking comfy in the shade, then that’s alright. But if they’re just sweltering in the heat with a bowl of hot ass water, that’s a nope for me.

Depends  on the breed and pen set up. My dogs are outside dogs and they have a ton of shade, cold water and a swimming pool in the summer and a insulated house and heater in the winter. I still bring them in if we have dangerous  temps but for the most part they live outside and love their pen. Even when the gate is open they will go back into their pen to swim or curl up under their heater.

Last week when it was over 100 where I lived my dog WANTED to be outside all day. I have no idea why! He kept waiting at the back door to go back out. 🤷🏻‍♀️ He laid outside in the shade all day. He had water out there and a bed.
I don’t think I was abusing him if he wanted to be out there.

Yes it is. My dogs love to be outside, but when it’s hot and humid, I don’t leave them outside for long, even if they ask to go out and stay out. It just makes me uncomfortable when they’re out in those temperatures. 
I’m sure if a dog has water that’s constantly refilled, shade, and a comfortable place to lay, it’s not cruel.

If they’re forced to be out there when they don’t want to be, then yes, it’s abuse. If your dog happens to like the heat and have access to water and you leave the back door open for them then I think it’s fine, but be careful with how long they’re out there.

Do I personally believe it’s cruelty? Absolutely. 
But whether it’s legally considered that and if animal control will do anything really depends on the animal welfare laws where you live. 
Here in Philly they are a joke, for example as long as there is “shelter & water” it’s acceptable ..even if that shelter is a dog house that’s hotter inside than it is outside and the water is in a metal bowl in the sun that would burn the skin to even touch. 
Just because an animal likes to be outside doesn’t mean they should in drastic conditions and it wouldn’t take long for them to have a heat stroke if not provided actual adequate resources to cool down or seek shade

I know in my state, dogs aren’t allowed outside over 30 minutes in extreme heat. When they are out, they have to have shade & water provided and their lead must be at least 3x their length. So I would say, at the very least, its neglect. Do these dogs have adequate shade and water at least? If not, I would just make your neighbor aware of those guidelines. If they do not comply, you can call your local animal control office to make a house visit.
