Baby won't lift head at all in tummy time

We've tried so many positions and different times of day and toys to distract her and my baby just screams and screams. Then when she calms down, she doesn't seem to care what's going on around her or above her. She just looks at the floor and sucks on her hand and doesn't care what noises or people are around. She barely turns her head either. And if you try to gently turn or lift her head, she screeches and goes back to face down and calms again. I feel like we're doing something wrong. All the articles about his say, "do this hold and they'll want to look up for sure" but she doesn't care about anything at all on her tummy. She's fine and smiley and loves toys and people when she's on her back or propped up.
