Looks just like eczema! My son had it so bad from birth. We would put eucerin cream on it. It will always go away and come back. He out grew it at 3 thankfully.

My nephew's doctor said some strains of viruses (colds) are accompanied by a rash. So it could be that if she's experiencing any cold like symptoms. But I'd check with your doctor to find out what's going on.
