Why wouldn’t this be considered a hate crime?

So, I heard this story on the radio this morning as it’s happening in my home state (which I’m glad the morning radio show brought this to attention). I’m wondering why in the world it couldn’t be considered a hate crime. Isn’t Public Nuisance a criminal offense? I couldn’t imagine living like this or even letting my children outside. Another thing to note from this story is the EIGHT surveillance cameras he has outside his home to watch the neighbors. I just feel like there are some legal steps that can be taken? Even though it seems the county is unwilling to help. What would you do if this were your neighbor?
