This is very low for 6 weeks. Almost impossible. Are you 100% sure of ovulation?! 
I had this problem. I was testing at 16.9 at what I had assumed was 5 weeks based off my LMP. Turns out I was wrong and ovulated SUPER late and I was only 3ish weeks instead
