How important is it to have a well decorated nursery? My mom is my landlord and she won't let me do anything to the house and so the nursery is basically an adults room with baby things in it and there's nothing I can do about it... Personally I'd love to decorate but sadly can't :(

Depends how judgemental your newborn is.

On a serious note---not important at all. Just a have the basic necessities.

So we can't do anything major were in base housing so we'll be using stick on wallpaper and decals which is an option.

But unless your newborn is really picky you should be fine.

Look up minimalistic nurseries on Pinterest! There are a ton of good ideas for simple, but super cute, nurseries. 
Until kids are old enough to know what they like in the way of characters or colors or whatever, the room designs and clothes you put them in are for you, really. Don't be too concerned with it, there are lots of landlords like that (though it is strange that your mom is being that way). 
But seriously look on pinterest, so many good ideas!
