Winter coat never ending battle- I need help!

My son is almost 3. He absolutely refuses to wear his winter coat. This is what one’s tried:

-put him in a sweatshirt- now he won’t wear it

-give him options between coat, sweatshirt, zip up, or hat

-let him go out with nothing- he will be freezing- hands cold, runny nose, red cheeks and nose, and will STILL not put it on. It was like 32 degrees too

-said he had to stay in my lap/stroller until he put it on so he couldn’t play. He sat in my for 40 minutes screaming and still wouldn’t put it on

It’s not even as cold as it’s going to get here. He HAS To put on a coat. He doesn’t seem to have any other sensory issues so I don’t think it’s that, plus I give him so many options. He is just THAT stubborn. Help please!!!!
