At my wits end with toys

Ok so we live in a small house so it seriously amplifies any amount of clutter. I have a 2yo and a 3yo and they eont have an insane amount of toys and I have declutter and removed broken or unused toys but my 3yo literally just pulls out all the toys and spreads them EVERYWHERE I mean he spreads them as far as he possibly can. He doesnt really play with many toys he just spreads them. But my 2yo enjoys playing with the toys we have out to play with so I hate to put up or get rid of anything else but I'm so sick of my house looking like toys r us threw up. I've started making the 3yo put up all the toys he pulls out alone with no help in Hope's this will deterr him from dragging every single toy out but thus far no such luck.
