Gift giving

My boyfriend is super cheap. He invests in stocks and makes pretty good money (more than me) but he never likes spending money on me. I think it actually pains him. I love treating him to food and I always buy him nice gifts. I never complain about having to spend money on him, I actually enjoy it. For Christmas and my birthday he truly missed the mark. He barely put any thought into it or money. I planned all of his gifts weeks before. I just want to feel like he cares about me equally by putting in the same amount of effort that I do. Am I being rude about that or what? What do I do? I don’t know how to express my annoyance about this because I don’t know how to tell him I don’t like the gifts he gives me without sounding rude or ungrateful.
