Is there any non-creepy way to introduce myself to my neighbor who just had a baby?

I’m due this summer and my neighbor a few houses down had a baby boy in January. I know this because I go for walks with my husband and she had a big stork sign with his name and birthday on her lawn. We’ve only seen her walking with her stroller once and once holding her baby. I have no friends who have a baby and I think it would be amazing to have a neighbor who I can go for walks with and generally bond with over our brand new baby boys! Is there any way to introduce myself without being creepy?? Also she is basically a stranger so is this dangerous for me?
