Why would you leave because someone didn’t say they love you before 6 months? I think that’s crazy! 
6 months is still a short time in my opinion and you don’t fully know someone in 6 months, I mean heck 6 years and still don’t truly know someone. And just because he didn’t say he “love” you doesn’t mean that he don’t for all you know he’s falling in love with you as each day passes by, I think at this point his actions is what you should be focused on!

No 6 months is not a long amount of time. I may be in the minority but I’d likely be concerned if they told me they loved me only after a few months.

Is he your boyfriend or are you just dating? If someone I was just dating told me they loved me, I’d be very confused. I think 6 months is way too soon in a relationship to decide you’re going to end it over then not saying they love you yet

Have you said it to him? Have you talked about it? Idk to me if someone is considering leaving because of lack of communication on something like this the relationship is probably doomed from the start. Just talk to him. If you love him tell him but don’t expect it to be said back. Just communicate with him

I personally, wouldnt want to waste time on anyone that didnt love me, even as a person and a friend so if I felt like he didnt love me, i would start questioning if I want to stay and waste a whole year on someone. If he was wanting to see me all the time, we were having fun, i felt like the committment was there, it wouldnt matter if he said it or not. Id expect it somewhat soon though, regardless if your meant to be im not going to waste a whole year on someone if theres no chemistry or love at all.
