Real labor or not?

Hey ladies, i had a very different labor and delivery ao i cant help her so im asking for a friend.

She has been in latent phase of labour since wednesday of last week. So almost a week. Her cervix has been stuck at 3cm this whole time and hasnt budged since. Shes having mild contractions but can walk through and talk through them. Tylenol is helping the pain. Her question is if shes truly in labor or if her body is just getting ready. She said her contractions arent consistent yet. Shes getting a csection but they wont do it until 39 weeks so shes stuck in pain.

Does that sound like labor?
