Is this sexual assault?

I was with a guy I started dating recently and when we were getting intimate he started trying to touch me over my pants. I told him not to and he was resistant to stop and said “yes” when I said no and when I kept saying no he kept asking me “why” and “when will I be able to?” So he finally stopped but a few minutes later tried again, and probably touched me about three or four times over my pants when I said not to between one day and the next day (I told him both days when he touched me not to touch me there.) Is this molestation?
