Issue with sex?

So my boyfriend and I have been together for a year and a half now. He is 18 and I am 17. We had sex once, and it was awkward and uncomfortable and nobody finished. Now, with that being over a year later, we do everything else (oral and hand stuff) but still haven't had sex. We almost never get time alone, so he says that's the reason but I really don't know. If he really wanted to do it again, he might make an effort to get us alone but he hadn't. He also said condoms are weird and he had a hard time wanting to have sex with one on. Does anyone else have similar issues? Am I overreacting?
