Milk allergy or baby acne?

Help. This rash is taking over and I’m unsure if it’s baby acne or milk allergy. Formula fed. Used to use similac pro advance and switched to enfamil gentle ease.

My daughter has this. The midwife said it’s mainly heat rash, especially because I nurse her in the football position

Could it be eczema?

It's definitely not acne. Perhaps a milk allergy but potentially also heat rash or from chemical irritant. My daughter had a rash only on the side of her head like that from the laundry detergent (that was the only skin exposed to it at night since she wore a onesie to bed). Switched detergents and it went away.
