What’s a good fast acting allergy medicine that I can give me 3 year old?

I wouldn't give anything to a child that small without consulting a doctor.

Zyrtec. Usually a kid of that age takes 2.5mg. Look at the bottle to be sure, but it does have dosages for kids that small. My daughter takes it, and has since before she turned two.

My children (10 months, 2, and 5) take Zyrtec. My oldest started taking it when he was 6 months old. Not year round, just during the heavy allergy seasons. 
Call you doctor and talk to them about it. They will let you know how much to give your child. The bottle won’t tell you how much for little children and babies.
