Formula feeding

I have had trouble producing enough milk for my little one. He gets about 4oz of my milk a day, but rest formula. He is tongue tied and can’t latch, so I have been pumping. He is two weeks and has mostly been formula fed. We started off with Kirkland brand and now we are trying to switch to happy baby organic/sensitive because he has been extremely constipated and in a lot of pain. I am very discouraged because the new formula he projectile vomited the second bottle we gave him but we gave him 3 oz more than normal because he was acting like he was starving. Have anyone had this issue with constipation and having to switch formulas?
