Husband has irritation

So this all started once I got on birth control and we’re trying to figure out what it is. My husband gets irritation at the top right of his penis just under the tip everytime we have sex. It’s in the same spot every single time. At first we thought it was due to lack of lubrication since my birth control made it practically impossible for me to get/stay wet during sex. We never had an issue previously so we thought it was the birth control and got some lube while i was still on it (i was on it less than a year). Once i got off, we didn’t have anymore troubles with lubrication, but it continues to happen. Sometimes it would get so bad it would eventually break open like it was rubbed raw. Many times he gets me off before we even start penetration so i didn’t think it was a lubrication issue anymore. He can put cereve lotion on it to help calm the area and the swelling/irritation goes down. We’ve been the only sexual partners to each other for 5 years now, and we never started having the issue until i was on birth control but now that I’m off, it’s not any better. He plans to go to the doctor for it but i didn’t know if anyone else had these issues. He doesn’t even know how to explain it to the doctor of what’s happening or if there’s anything to even help it.
