What should I buy for baby born end of January beginning of February in Canadian winters

WhT should I buy? How should I dress her? Should I layer her? Should I even bother with short sleeves onesies?

I would get some short sleeve onesies as an undershirt, we used them for my daughter who is a December baby in mid-NY. For in the car seat snug layers then a blanket over top once strapped in, heavy jackets are not safe in car seats.

We live north of the polar circle and I have one kid born early January, and one late November (yes, brilliant timing 😅) 
Wool is absolutely to prefer over fleece - it keeps baby warm even if wet. It also regulates heat so they doesn't get too warm. So mine would typically have a wool onesie, wool pants and socks. Then a wool overall/suit. 
Windproof wool hat and mittens when outside. 
A good winter sleeping bag in their bassinet - we don't use car seats outside of the car, and the car seat should never be covered.

I loved matching sets of sweater and leggings for day wear and sleepers for night.  Onesies were an unnecessary extra layer for diaper changes.  
A winter car seat cover and a bucket infant seat. 
A one piece snow suit for highway trips (in case we break down or get into an emergency).  
A stroller that can manage your winter roads for walks. And if you have the budget a stroller winter cover (like a sleeping bag for the stroller so you don’t have to bundle up for every walk). 
A warm jacket you can wear a baby carrier under if you plan to baby wear (I got a nice warm fleece one off Amazon) 
A few thin sweaters or fleece jackets that are car seat safe to wear in the bucket.
