He wants to see me again

So basically my fwb and I ended this back on Feb about a month ago I reached out to hook up he was down but during sex he wasn’t feeling it I asked why he said there was no connection and after trying to fish it out of him because there was more to it he said he had feelings for a girl. I told him that then we can’t see each other.

Now the other night I saw him at the restaurant I was at and I was so flustered, although I didn’t see who he was with. So idk why but I messaged him later on saying “how was dinner, rude of you not to say hello hahaha” and he messaged back say “ huh you were at so and so” anyway he asked if I saw him see me because he didn’t see me (confusing) but then he asked what I was doing tonight and that he wanted to see me. I told him we ended things and he said that because I messaged him he feels comfortable with the idea of doing casual. I said no because you said you didn’t feel a connection and he goes he wasn’t in the right head space that night.

Should I cut it off completely we constantly end it and then go back to each other. He told me he liked someone else and he wanted something more serious and was over casual but know he wants to do casual again like I’m confused
