They love you but don’t know how to show it

If someone claims to love you but they don’t know how to show it what would your reaction or first thought be? I’ve heard this being said to people by their boyfriends, mothers, etc. A girl I know boyfriend said this and the girls mother told me about it and her thought behind what he said what’s that he doesn’t actually love her. He’s also cheated on her multiple times. With the mothers I know who say it to their daughters I can’t help but think maybe they don’t know how to express their emotions or their only keeping them in the relationship for themselves and their own needs.

I somewhat understand why someone would say this because emotions can be very difficult to deal with yet if you’re not going to show it how would the person know or feel it.
