Show the picture, they should check with you to make sure you like the base color and if you don't like it, or is off, speak up! It's a service you post for, you should leave getting exactly what you want! If they give attitude or are rude, still advocate for what you want, then don't go back there. A good place/nail tech still have no issue making it what you want!

To me looks like matte clear polish with snow flake overlay. I use OPI matte finish clear most of time.  I have found OPI matte clear at ULTA, available most of the time. Matte finish makes nice background for most nail art I have found.
