High or low?

Hi, I am currently cycle day 14 and I haven’t seemed to ovulate yet as I usually get EWCM and I haven’t. I done an OPK yesterday which looked good compared to my others and it still came back as low, can anyone tell me if this is low or high because I think Premom isn’t working
