Empty sac no fetal pole or yolk sac

So I'm 5w4d. I went to an ultrasound yesterday at 5w3d and we only saw an empty sac. Is that normal at this time? Also my hcg is 16,600. That seems high, like I should have saw something with hcg that high? Any similar stories, please share! Thank you❤️
