It depends on the order. Some orders are for both mom and kids so he cant contact them at all. Some allow communication with kids only. Some allow only communication with either mom or kids or both via an online program that can be submitted to the courts as evidence against him if he says anything unrelated to coparenting. It really depends on the circumstances of that particular family eg if they deem him unhealthy/unsafe for the kids, if he has a history of controlling/abusing her through the kids, the severity of abuse etc.

If the no contact order includes the kids then no he isn't allowed to contact the child.
If the contact order is for the mother only and he has tried to contact the child directly through their mobile phone or social media then he isn't breaking a no contact order as he isn't contacting the mother
