Do they do amniocentesis test at the ER?

My sister in-law is almost 17 weeks pregnant and high-risk due to her baby having hydrops and not expected to live due to its severity. They told us to do the amnio test and even gave us the option to do it same day, but my sister said she would think about it and later decided she did. The ob office rescheduled her amniocentesis appointment from Feb 14th to the 16th to now the 24th because they are waiting on bloodwork to come in. I feel so helpless because at this point we don’t even know if the baby is still alive or not. Im trying to think of another way around this so we can get this done sooner. Does anyone know if the ER does amniocentesis test? Or the OB triage?
