I need your opinions :(

So I should have ovulated April 13th and my period should have started on the 29th of April, so I'm about 9 days over due for my period. I did take 2 urine tests 2 days ago one in am which was faint and in on which was darker then the first. Well I had blood work done two days ago and my HCG  was 11? Doesn't that sound very low? I am freaking out and new at this, am I considered only a week pregnant or do the weeks count since my ovulation!?? Help!!
