16 month old speech

So my daughter says a couple words. Will not say two word sentences. She speaks more gibberish, than anything. In two months, if she has barely improved with talking, they will do a test to see if she needs speech therapy. Where are your toddlers at , at this age? I know she is behind because most kids are speaking by now. Like 'what's this/that?' Ect. I don't baby talk her, haven't since she was 6 months old. I don't read to her everyday.(bad thing, I know) what are other ways to get her to want to learn. I do try to teach her words, but she refuses.
