When can they tell gender?

Some articles say 12 weeks, some say not til the 20th week. When can a gender/sex be seen??

I was able to find out at 13 weeks with my son, but I don't think it's average. I still didn't believe it until later in the pregnancy and it had been the same thing after the 20wk ultrasound.
