No. I mean, you're using toilet paper. If anything touches my hand then yes, I'll wash my hands. Otherwise, no, I don't.

If I'm actually doing something toilet related (peeing, changing a tampon, etc) then absolutely yes. If I'm just going to blow my nose or waste time then not usually.
