Starting to track dilation & effacement

I am 1cm dilated & 80-90% effaced according to my dr today. I am 38w+3d as well. Dr didn't say when she will be here or sound concerned but is it normal to be so effaced and not so dilated? I didn't think she had dropped but she's already around 7lbs and I have a short torso so she doesn't have much room.. I have been having Braxton hicks that seem much stronger than usual and coupled with mild cramping at times. Should I be timing them or wait until they are stronger? This is my first baby, I have no idea what to expect!!
