Behavior Problem

In my house my son has is own "quarantine" zone where he can roam and play all he wants without braking something or harming himself. He has this annoying habit of throwing his toys over the gate. I've told him no, smacked his hand, and now I am keeping all the toys he throws over in a bucket until he behaves himself but he still does it. I don't know how to correct it! Help!
