There are many characteristics of Down syndrome that can be seen on an ultrasound. So yes. In combination with a blood test to look at the chromosomes now a days they can tell you with 90% certainty.

When they test for Down's syndrome they do 3 blood test and an ultrasound to measure the fluid behind the baby's neck. They take all that information and come up with a risk factor. If you are high risk they do additional test.
