Losing belly fat & flabby arms!

Hello all!
I'm 25 this year and holding a desk job. Sometimes I work over-time and when I get home, I'm all drained out. 
My biggest problems are my arms and belly fat. Any recommendations for fat loss in this two areas?
I try my best to run at least once or twice a week (3km or 5km depending on how early I get home from work) and a bit of Jillian Michaels here and there. 
I'm heading to boracay next March so I need my bikini bod! Hahaha! Also doing my wedding photoshoot next autumn, so I'm really motivated. 
Food-wise: I love carbs, but I'm cutting down on my rice intake. Trying to eat clean and smaller portions. 
Any advice would definitely be useful. Thanks!
