When my babe was around five weeks old her acne and heat rash looked like that. She was always nursing skin to skin back then!

It doesn't look like heat rash to me just because some of the bumps look infected. It could be from the drool and wet clothes sitting on the skin. Do you use bibs? If not get the ones that are lined and see if that helps.

Looks like heat rash, or maybe some irritation from having drool sit on the skin. My older daughter had a similar rash on her chest all the time when she was teething!
