Weird patch on arm? Pic included

I have this weird rough patch on my arm. I'm going to my doctor Monday and will ask him about it but was wondering if anyone has any ideas ?

Could it be eczema? My eczema doesn't itch. It just gets really really red. I sometimes get these really bad patches a few weeks after really high stress. It's kinda weird. Try some hydrocortisone cream, just the over the counter stuff, on it and see if that will work.
