This is not pregnancy related but it involves children. I need advice. I came up knowing to not stick my nose where it doesnt belong so im having a really hard time knowing what to do.

I came to stay with my parents for 3 weeks because my husband is in the military and he is off doing training and will be returning this weekend so ill be going back home on Saturday. ANYWAYS my parents are living in an apartment on the 3rd floor and since ive been here the people that live right under us are ummm extremely careless. They will stay up almost every night including weekdays smoking, drinking, shouting being obnoxious until 4am in the morning!!! They always throw trash over the balcony and we are always getting horrible smells of marijuana coming from their apartment and i believe they sell other drugs as well since we have heard them talking on their balcony at night about selling. Sooooo just recently i have found out there are about 3 CHILDREN living in that apartment ( all under the age of 7) which always has different kinds of crazy people coming in and out of there. And i sometime hear them crying for 1-2hrs just constantly crying like no one is paying attention to them or like they are being left alone or idk and i get so worried. My question to you ladies is what would you guys do? I dont want to get in someone elses buisness if the kids are actually ok but i dont want something to happen to those kids and then think maybe i could have done something to stop it from happening... or maybe im just a paranoid person? Idk HELP!!! Also forgot to mention I have called the police one time before about the marijuana smell and they never showed up so idk if i should even call again
