3 months and 0-3 are similar in size. 3 tends to be a slightly longer in my opinion from what I've seen in different brands.  My 9 lbs 9oz LO doesn't fit in newborn.  He's 21 1/2 inches.

They arent the same but everyone ive asked said to get 0-3 sizes because otherwise your baby will grow out of clothes fast...
