SSI help

My daughter was a 33 weeker and she has a heart murmur when we took her home we had to be careful with car rides cause she hurt will suddenly stop for a second then beats fast, she needed early intervention I tested her out little after she turned 1. She is almost three years old, at 7 months she needed surgery and she will need surgery again and will need to get her tonsils taken out this year. I am I too late to apply for SSI
