What TRULY means more?

Hypothetically, if you were in a conflict with your SO, and they were in the wrong, would you rather:
A- See their actions of sympathy (affection/gifts) & no apology or verbal closure

or

B- Receive a verbal apology & no actions of sympathy

If he did something stupid and instead of apologizing, bought me flowers, I'd reject them. I feel like that's the easy way out. He needs to validate how I feel and explain what he's going to do to ensure it doesn't happen again. When I was little and my parents made me apologize, they'd always remind me afterwards that "sorry means you're not going to do it again". That's what a true apology means to me and no amount of gifts or affection will win me back if the issue at hand isn't put to rest. So saying that, an apology is the most important to me, but a true end to the arguement requires a bit of both.

I need my mans words and actions to align. If he said sorry and his actions said otherwise, that would be worse IMO. At least if his actions are good, then I could learn to accept a verbal apology that was never made. But both are better.
