Anyone having problems with their doctors?

I scheduled a woman's wellness exam at the naval hospital and went in and he said since I'm 19 I don't need to test for any problems with me or seeing if I'm infertile or anything I then asked for a referall and he refused. I have tricare prime so I can't just go anywhere off of base unless I have a referall. I just scheduled a new appointment with a different Doctor so hopefully this one won't deny me if anything and will write a referall... Has anyone else had this problem?
