I had the same problem I have to take baths and soak my legs for a bit before shaving. I use skintemate sensitive (I spelled it wrong sorry) and I use dollar shave club four blade razors because they are better than any razor I have ever used and cheaper. If someone tells you to try waxing or veet/nair don't do it it makes the razor burn seem like rainbows and unicorns.

First of all you need to make sure that you're shaving safely/correctly. Exfoliate before you shave! Never use a dull or rusted razor, always wet your skin before applying shaving cream (I recommend using conditioner as your shaving cream, it works amazing and you can leave it on there for a little bit before you shave which makes the hairs softer). Dont be rough or shave way too fast or it will cause razor burn. After you're finished you can exfoliate again for extra smooth legs. Once you get out & dry off you can put some lotion on them for sensitive skinz

Razor burn. I agree with everything the other girls said. Could also be caused by a rusty razor.
