My parents are on the border of still going out but they really shouldn't.... The people saying no make me realize I'm about to have a difficult life trying to supervise children and parents very soon

I would vote to help, but with elderly people, they can break bones so easy it would probably be better to keep them still while calling for help.
I wouldn't ignore it I would sit with them until help came.

This reminds me of a time when I was about 10 swimming in the ocean and this old man fell over in the surf and he couldn't get back up and his wife (who was also old) was struggling to pull him up and I ran over and helped his wife pull him back up and he was so utterly grateful and I couldn't really understand why because I just thought it was a thing that anyone else would do
