Please help🐶

Well my dog is a small 2 year old maltese and I love him to death but I just DONT know how to get through to him anymore. He knows he's not allowed in the kitchen but he still makes his way in to it to dig in the trash. I  literally have done everything! To make him understand he can't do that... Iv yelled at him and Iv taken away privileges such as no treat for the day or no car ride for the day, and even no play time with his toys. I know!! Very well that when he gets caught he understands what he did was wrong because he puts his head down and runs to lay down, but I don't understand why he keeps doing something he knows is wrong, PLEASE SOMEONE help.... What can I do to make him understand (Hiting him is not an option)
