No. All babies have a genital tube until roughly the end of the 13th week or the beginning of the 14th week.

Probably not accurately. It's not too accurate until around 20 weeks. 
You can get a blood test done that early though

OB said they could tell at 12w. Otherwise other places can at 14-15w
