Help I don't know what to do!

Ok so this morning my best friend showed up at my house in tears. She told me that last night she went out with her boyfriend and some of his friends to a bar and she got pretty drunk. She's a serious light weight (a cooler enough to get her drunk) and everyone knows that. Well her boyfriend took her home and he usually stays over. They've fooled around and done oral before but she's Catholic and wants to wait until marriage for sex. Personally I feel like he pushed her into the other stuff. 
Apparently he pulled out a condom and they had sex. She didn't want to do it at all. She said it happened and then he just fell asleep and she just laid in bed and tried to tell herself it was ok. Right now she's bleeding pretty belt like she's on her period but she finished that a few days ago. She doesn't think it's rape because she didn't say no but she didn't say yes and she was drunk! She can't consent right? She doesn't think anyone would even believe her if she said it was rape. It's like 5am and she walked about 30min to get here and just left him at her place because she didn't want to be there when he woke up in case he wanted sex again. I don't know what to do! I think it's rape and she should report it. But she doesn't. What do I do?
