Felony Arson of a Minor Charge

Last night my 14 year old brother poured gas on a building with intent to burn it but did not actually light it. He was in a manic state. He was taken away and charged with arson. Has anyone had experience with this charge of a minor? I seriously can't even belive I am writing this post right now.
