Should my bf's bro be allowed to drive me if mum says no?

My boyfriend and I are both 18 and I am going away on a holiday with him this weekend. However his 16 year old brother got his L plates and his parents want him to drive. He only has 30 hours experience. 
My Mum has said she would prefer him NOT to drive but my BF's Mum who is rather uptight said to my BF it's a real inconvenience if I come then. 
My question is, if it isn't okay with my Mum and myself, should my BF's brother be allowed to drive with me in the car?
