No tummy time!! Help!

Ok moms I need massive help! My 3 month old absolutely HATES tummy time! He has since birth. If I lay him for 5 minutes on his belly it takes me 30 to calm him down. And I'm talking screaming, raging, unconsolible fits not jut a little aggravation. I'm worried he will never roll or crawl if he doesn't get time on the belly. He has held his head up strongly for about a month and can do most everything he should be doing but I'm at a loss!!
